〔記者楊淳卉／台北報導〕立法院臨時會財政等7個委員今起連續4天審查「前瞻基礎建設計畫第一期特別預算案」，立院國民黨團上午祭出冗長發言杯葛，質疑民進黨團私自排定民進黨財委會召委王榮璋為會議主席，不具正當性。王榮璋稍早宣布休息後，藍綠黨團為搶占主席台一擁而上，雙方爆發零星推擠。
國民黨團要求立即朝野協商「會議主席合法性問題」，與死守主席台前的民進黨團立委僵持不下，隨後，王榮璋再宣布休息。目前會議仍休息當中。
朝野黨團今針對誰來當召委吵成一團。國民黨團質疑，今年3月31日的朝野協商結論，就已寫明「各黨團同意由財政委員會為主審委員會，其召集委員均得排定審查，不受輪值排定議程限制」，但此次未經召委會議，與國民黨財委會羅明才討論，就私自排定王榮璋當召委。
民進黨團書記長李俊俋稍早表示，本週輪值召委就是王榮璋，「國民黨上週不是說要關閉協商大門」，現在的找藉口發揮，沒什麼道理。
王榮璋也說，按照立院各委員會組織法第4條之1，各委員會議程，應由輪值召委決定，上週院會交付前瞻預算由財政委員會審查，他是依法、依往例召集會議主持會議，且他當時未出席朝野協商。
